They also briefed the environment friendly steps being taken by the industries here.

Global Investors Meet 2012 by Chhattisgarh Govt. on November 2-3, 2012

Chhattisgarh is all set to Global Investors Meet 2012 with Fortune 500 companies to its first major investor conclave next  week to showcase the new quarters of its capital city and attract domestic and overseas capital to a land pool of some 1,500 hectares. "This kind of event is happening for the first time in the state," Commerce and Industry Secretary Dinesh Srivastava said, ahead of the "Global Investors Meet" in Naya Raipur, Nov 2-3, themed: "Credible Chhattisgarh".
"We have invited top fortune 500 companies."After core sectors like power, steel and cement, the Chhattisgarh government wants to bring downstream sectors like IT and related areas, biotech, banking, food processing, herbal products and automobiles to the state, Srivsatava said. "Chhattisgarh is a young state. Twelve years is nothing for any state. But we have done tremendous progress." Srivsatava said, adding that a land pool of 1,500 hectares is now ready in Naya Raipur, which sprawls over 8,000 hectares.
The event aims to bring together business leaders, investors, corporations, thought leaders, policy and opinion makers; all under one roof. Apart from exhibitions and sectoral seminars; B-to-B and B-to-G meetings will also be organized as part of the summit. This mega event is expected to be attended by over 2000 Delegates including CEO’s of major international and national companies. The event will also provide an opportunity to other countries and other Indian states to showcase their strengths, progressive stance and investment opportunities.

RTI Activist Shot at in Raigarh, Chhattisgarh

A Right To Information(RTI) activist was fired at by unidentified men at his office in Raigarh district in Chhattisgarh today. Ramesh Agarwal, who is also an environmentalist, suffered two bullet injuries - one on his thigh and another on his hips. He was rushed to the district hospital where the bullets were removed from his body. The police have launched an investigation into the incident. Speaking about the incident, City Superintendent of Police Neha Pandey said, "The police team rushed to the spot as soon as they were informed. We will take all the details as soon as we talk to Ramesh."
Agrawal, who works for environmental rights organisation Jan Chetna Manch, is out of danger, doctors said. The RTI activist shot to limelight last year when the Amnesty International demanded his unconditional release after he was arrested for staging a protest against public hearing conducted for an industrial project. Agarwal has been campaigning against pollution caused by industrial projects and the potential negative environmental impact of proposed projects in central Chhattisgarh.

Six CISF Jawan killed in Maoist attack in Chattisgarh

Six personnel of the Central Industrial Security Force (CISF) have been killed in a Maoist attack in Kirandul near Dantewada in Chhattisgarh. The incident occurred at around 9 pm when the CISF men were on a night patrol duty. They were travelling in a Bolero and were heading towards the pump house in Kirandul when the Maoists ambushed them. Their driver was also killed in the incident. Reinforcements from the CISF and the Chhattisgarh Police rushed to the spot soon after the incident occurred following which the Maoists disbursed.

Sukma collector released by Maoists

Sukma District Collector Alex Paul Menon, who was kidnapped by Maoists in Chhattisgrah almost two weeks ago, has been released by his abductors. "Alex Paul Menon has been released by the Maoists," the regional head of anti-Maoist operations in the state of Chhattisgarh, Ramniwas said. The Naxals kidnapped Menon last week, shooting his bodyguards dead as he toured a village in Sukma district.
The Chhattisgarh government, however, has said that an official confirmation will be given only after Menon reaches Sukma. Earlier on the day, BD Sharma and Professor G Hargopal, who represented the Maoists in the talks with the Chhattisgarh government for the 32-year-old IAS officer's release, left for Tadmetla to receive Menon, who was kidnapped on April 21. The state government has made all arrangements to bring out Menon safely from the jungles following which the officer will undergo a medical examination as he is an asthmatic, he said.

Sukma Collector to be released today

Sukma Collector Alex Paul Menon, who has been held hostage by Maoists for 11 days, will be freed today. A late night statement on Tuesday by the Maoists said, "We are ready to hand over Menon on May 3 in front of people of Tadmetla." The 32-year-old IAS officer, who was abducted on 21st April, will be handed over to the two mediators of the Maoists. "Our mediators B D Sharma and G Hargopal had come to an agreement with the Chhattisgarh government for release of our prisoners from various jails of Chhattisgarh. We are thankful to our mediators who did their level best," the statement said on Tuesday night. The breakthrough to ensure the safe return of Menon came in the form of an agreement between the mediators of the two sides at their fourth round of talks on Monday.
The Maoists had earlier demanded release of eight of their jailed leaders and an immediate halt to operations by security forces against them for the release of Menon. N Baijendra Kumar, Principal Secretary to Chief Minister Raman Singh, said the agreement has paved way for Menon's release. He said Sharma and Hargopal -- met the Chief Minister on Tuesday morning during which they were complimented for helping find a solution to end the hostage crisis. Sharma later said the naxals have been apprised about the agreement, under which the mediators nominated by Maoists have agreed as a "gesture of goodwill" to ensure the safe return of Menon within 48 hours. This has now been extended by a day. Menon was taken captive from Majhipara village in Sukma district when he was holding a meeting as part of the government's special Gram Suraj Abhiyan

AIIMS to verify Soni Sori's torture claim

Amid allegations that foreign bodies were thrust into her private parts, the Supreme Court on Wednesday directed the AIIMS to medically examine alleged Naxal sympathiser Soni Sori to treat her and ascertain the charges. A Bench of Justices Altamas Kabir and J. Chelameswar asked the director of the All India Institute of Medical Sciences to render her all medical assistance and submit a report before July 10. Sori is the superintendent of Jabeli Ashram for tribal children in Dantewada.  She had been arrested in Delhi on October 4, 2011 for being a suspected Maoist sympathiser.
Having faced police harassment for over a year while functioning in her government-appointed post, she was in Delhi at that time to file a complaint against the Chhattisgarh police and expose them in the media.  Fearing torture at the hands of Chhattisgarh police after her arrest, she had appealed to the Delhi high court to keep her in custody in Delhi and not send her to Chhattisgarh, but her plea was rejected. Subsequently, she was brutally tortured by the Chhattisgarh police while she was in their custody from October 8-10,  2011; torture that has since been corroborated by an independent medical examination conducted by NRS Hospital and Medical College in Kolkata

Maoists kidnap Sukhma District Collector in Chhattisgarh

Maoists kidnapped the district collector of Sukhma district in Chattisgarh. Maoists reportedly fired on the the convoy of Alex Paul Menon, a Tamil Nadu cadre IAS officer. Menon's two bodyguards have been shot dead in the attack. Alex Paul Menon was on his way back to Sukma when 15-20 Maoists stopped his vehicle and took him hostage.  The collector was reportedly coming back from a Panchayat programme.
The Naxals shot dead the two guards who were escorting Menon before taking him with them. A police team headed by Superintendent of Police Abhishek Shandilya has rushed to the spot, officials said

CRPF enters Naxal-dominated Abujmaad after 1947

A first-of-its-kind anti-Naxal operation has given a strategic entry for paramilitary forces in the Abujmaad forests in Chhattisgarh, considered the Maoist headquarters where there has been no presence of government for ages. Armed with modern gadgets, over 3,000 men from CRPF and its elite strike unit--CoBRA, the para-military forces and state police--combed the forests spread over 4,000 sq km and joining neighbouring states of Andhra Pradesh and Maharashtra during the month that just ended.
Codenamed--"Maad", "Kilam" and "Podku"--the operation was monitored by CRPF Director General K Vijay Kumar and his Inspector General (Operation) in Chhattisgarh, Pankaj Singh, who decided on the plans to make forays in the jungles. Armed with a British-era survey of the jungle, they decided that the men will enter from three sides - Narayanpur- Gadchiroli (Maad) with point of contact at Jatwar in the heart of the jungle, Bhairamgarh-Matwara (Podku) and Mardapal- Chotedonger (Kilam). "In all, the operations which comprised CRPF officers, CoBRA and some state police -a total of about 3000 personnel- their movements were monitored round-the-clock at make-shift headquarters," says 49-year-old Singh after the successful operation in which over 33 Maoists were arrested.(PTI)

Naxals blast kills 11 CRPF jawans in Gadchiroli

In a major Naxal attack, 11 CRPF personnel were on Tuesday killed and 29 others injured when the ultras triggered a landmine blast in Gadchiroli district of Maharashtra. A total of 40 troops were travelling in a bus from Pushtola to Gatta, about 4 kms from Gadchiroli, for an operational duty when at around 1130 hours the blast took place, CRPF officials said. Making a brief statement in Maharashtra Assembly, state Home Minister R R Patil said 12 CRPF personnel were martyred in the blast and 28 others wounded.
Of those injured, eight seriously wounded jawans were airlifted to Nagpur where they have been admitted to Wockhardt Hospital, Patil said, adding the rest were undergoing treatment at the Civil Hospital in Gadchiroli. The daring daylight Naxal attack came even as CRPF chief K Vijay Kumar was on a tour of Maharashtra and was in Gadchiroli area. Shortly after the blast, Kumar spoke on telephone to Union Home Secretary R K Singh in Delhi and briefed him about the incident, CRPF officials said. Two helicopters were pressed into service for evacuating the troops to the hospitals, the officials said. A CRPF reinforcement team besides men from the Maharashtra's anti- Naxal force were rushed to the attack site.

Maoists released one Italian hostage

One of the two Italians taken hostage by the Maoists, tourist Claudio Colangelo, was released safe and unharmed by the ultras on Sunday and handed over to mediapersons in Kandhamal district from where he was abducted on 14th March. "We have information that Colangelo was handed over to mediapersons by the Maoists in Tanjingia area near Daringbadi. They are now proceeding toward Daringbadi," Kandhamal Superintendent of Police J N Pankaj said on Sunday. Home Secretary U N Behera said 61-year-old Colangelo called him up and spoke to him soon after being released by the Naxals. "Colangelo told me that he was set free and that he was in good health and unharmed," Behera said. The other Italian, Puri-based tour operator Paolo Basusco, 54, was still being held captive by the Maoists, the home secretary said.

Two Italian tourist kidnapped in Orissa, India

Two Italians tourists have reportedly been kidnapped by maoists near the Kandhamal-Ganjam border, Orissa on Saturday, said reports. The two were taking pictures of the tribals, an act banned by the government, when they were allegedly abducted, said reports. According to information received by an English news channel, Maoists have named the foreign tourists as Bosusco Paolo and Claudio Colangelo. An audio message received by the channel from the Odisha secretary of the CPI (Maoists), Sabyasachi Panda, said the safety of the hostages would depend on how the state government responded to the Maoists' 13-point charter of demands submitted last year after they had kidnapped Malkangiri collector R. Vineel Krishna. Kandhamal superintendent of police J.N. Pankaj said he was not aware of the development.
Last year, on February 16, Maoists had abducted Malkangiri collector R. Vineel Krishna and junior engineer Pabitra Majhi. The entire episode had brought the state government on its knees, and it had to bear the humiliation of having to accept several demands made by Maoist-chosen interlocutors. The demands included calling a halt to the state-wide operation against the Maoists. Vineel Krishna was released after 9 days of hostage

* Reduction in interest rate on crop loans from 3% to 1%,

* Increase in subsidy for energisation of irrigation pumps from 50,000 to 75,000 per connection.
* Hike in consumption ceiling for free electricity on 5 HP pumps from 6,000 to 7,500 units.
* Free seed and fertilizer distribution to 1 lakh forest dwellers under the Forest  Rights Act,
* State funded micro irrigation programme with provision of subsidy up to 75%
* Increase in subsidy on production and distribution of quality seeds
* Increase in state government's contribution towards premium under the National   Agricultural Insurance Scheme from 5% to 20%.

Chhattisgarh Budget 2012-13 Highlights: Chhattisgarh chief minister Raman Singh presented a Rs 38,000-crore budget in the assembly today which focuses on development and greater financial inclusion projecting fiscal deficit of Rs 4,623 crore. Raman Singh, who is also the finance minister of the state, dealt with issues concerning agriculture separately for the first time through a separate ''agriculture budget'' providing Rs 6,244 crore for the sector accounting for 17 per cent of the total budget.
* For the first time, a separate budget  has been introduced for the agriculture and allied sector. With 21% quantum jump, the outlay of Rs. 6,244 cr. for this sector amounts to 17% of the total expenditure
* Dr. Singh announced many sops including complete waiver of VAT on paddy transplanter, lantern, medicine used in treatment of Thalassemia, motor vehicles made for use by the physically challenged, battery operated motor vehicles, solar energy devices and items manufactured from fly ash. Besides relief in Entry Tax has been announced for the ailing local iron steel industries
* As a major initiative, Dr. Singh proposed universalization of the National Health Insurance Scheme with funding from the state budget to cover all the families in the state. In order to provide basic health care facilities for the urban poor, "Chief Minister's Urban Health Programme" will be implemented in all the municipal corporation towns of the state.
* A new scheme "Nava Jatan" will be implemented for improving malnutrition and anemia among children and pregnant woman.
* In the education sector, free cycle distribution scheme for the high school girls will be extended to the government aided schools also. Dr. Singh believes that this will help in reducing the gender gap in enrollment. Similarly free distribution of text books scheme for the high school girls will be expanded to cover the boys as well. As part of the strategy of inclusive growth, 85 residential schools and hostels will be started for the scheduled caste/scheduled tribe and backward class students.
* A new scheme has been introduced to subsidize higher education loans at 4% interest for students belonging to economically weaker sections.
* Upgradation of rural and urban infrastructure has been given adequate importance. The newly introduced Chief Minister's Rural Roads Development Programme will cover 4000 km of rural roads in the next two years. Rs. 600 cr. assistance will be provided to the urban local bodies for upgradation of roads, drinking water supply and solid waste management. The state government proposes to undertake large scale housing programme for the economically weaker sections under the Atal Vihar Scheme.
* With an estimated growth of 16% in tax & 18% in non- tax revenue, the revenue surplus is estimated at Rs.2,959 cr. which will be used for capital expenditure. The estimated expenditure is 15% higher than the current year’s revised estimate.
* The net budget deficit stands at Rs.401 cr. and taking into account the cumulative deficit, the budget deficit for 2012-13 is estimated at Rs.2,432 cr. Gross Fiscal deficit is estimated at Rs.4,623 cr. which is 2.8% of the GSDP and well within the 3% limit set under the Fiscal Responsibility and Budget Management Act.
* With 16% increase in plan expenditure, the total plan outlay estimated at Rs.21,931.19cr. is 58% of total budget outlay. Similarly, the outlay on capital expenditure of Rs. 7,189.89 cr. is 23% higher than the current year's provision. The budget allocates 34% of the total plan expenditure for tribal sub-plan and 11% for the scheduled caste sub-plan area.
* The state plan outlay of 20,260 cr. is 18% higher than current year's allocation. 85% of state plan is funded from state's own resources.
* The outlay for the social sector constitutes 41%, economic sector 39% and general services 20% of total expenditure. Social sector outlay includes 14.5% for education, 3% for health, 10% for SC/ST welfare and 2% for drinking water.
* As a sop to the government employees Dr. Singh informed the house that the disparity in the DA rates between central and state government employees will be removed during the next fiscal.
* Dr. Singh reiterated the commitment of his government to fight naxalite violence. He informed the house that during the last eight years, the State government has increased the strength of the police force by 200% and made huge investments on their modernisation and training. Besides, the plan outlay in all the developmental schemes in the tribal dominated naxalite affected districts has been increased substantially. The police budget for 2012-13 is 21% higher as compared to that of 2011-12.

CBI to probe IPS officer's death case

Chhattisgarh government Wednesday ordered a CBI probe into the death of IPS officer Rahul Sharma, who allegedly committed suicide by shooting himself with his service revolver on Monday. An announcement in this regard was made by Chief Minister Raman Singh in the state Assembly today. "It seems to be a case of suicide from whatever information has been gathered till now. A thorough investigation is needed to find out the reason and context of the incident. Keeping this in mind, we have ordered a CBI probe," Singh said. Opposition members in the state had been seeking a CBI investigation into the case.
Sharma's family had also asked for a probe by the Central agency, with the slain officer's wife and IRTS officer Jaishree Sharma alleging that her husband "was a victim of the system". The 2002-batch IPS officer who was Superintendent of Police at Bilaspur, shot himself on March 12 in the head inside the toilet of Police Officer's Mess, where he was staying.

Educational Qualifications: General category students who have done higher secondary with Physics, Chemistry and Biology and who have got minimum 50% marks in them combined will be eligible for the entrance examination. Reserved category students who have done higher secondary with Physics, Chemistry and Biology and have got minimum of 40% marks in them combined will be eligible for the entrance examination.
Age: Candidate must have completed 17 years of age before 31st December or before it. Only those candidates will be eligible to sit for the entrance exam who is a domicile of Chhattisgarh and citizen of India.
Exam Pattern: All the candidates from the general category will be selected in the merit list who get a minimum of 50% in Physics, Chemistry, Zoology and Botany combined in the entrance examination. The merit list of the candidates will be prepared according to the marks secured in Physics, Chemistry, Zoology and Botany.

Bilaspur SP Rahul Sharma commits suicide by shooting himself

Bilaspur district Superintendent of Police (SP) Rahul Sharma committed suicide by shooting himself. Rahul Sharma, the police officer shot himself in the wash room is a mess as per report. The reason of 37-year-old Rahul sharma's suicide is unknown. Rahul sharma was 2002 batch IPS officer posted in Bilaspur district of Chhattisgarh is reported dead by shooting himself. As per initial report in Afternoon, he shot himself in the bathroom of mess. The other policemen arrived there to hear the sound of the shot, he saw that Rahul Sharma has shot over the head with his service revolver. Senior police officials rushed to the spot of the city of Chhattisgarh Institute of Medical Sciences and Sharma was taken where he was pronounced dead by doctors.  Earlier, he served as superintendent of police of Dantewada and Raigarh. Chief Minister Raman Singh has expressed grief on the incidence of suicide by Rahul Sharma.

Govt. allot Rs. 120 Crore for polce stations in Naxal-hit areas

Home ministry has released the first installment of Rs 120 crore for construction of 400 fortified police stations, mostly in Naxal-hit areas of the country.   As part of a decision of the Cabinet Committee on Security, the Home Ministry has identified 83 worst Nxal-hit districts to construct or strengthen 400 fortified police stations at a cost of Rs 2 crore each. The Ministry has released Rs 120 crore -- Rs 30 lakh each - as first supplementary grant for incurring expenditure on these police stations located in nine Left-wing extremism affected states. The states which will be benefited most are Bihar (85 police stations), Chhattisgarh (75), Jharkhand (75), Odisha (70), West Bengal (18) and Madhya Pradesh (12).
Under the scheme, the Centre would assist the state government on 80:20 basis -- 80 per cent of the cost to be borne by the Centre while remaining 20 per cent by the state. The state government will ensure a minimum strength of 40 police personnel is maintained in each of these police stations. The level of violence in Naxal-affected states is still unacceptably high with 447 civilians and 142 security personnel killed in 2011. Apart from various Centrally-sponsored schemes, the Union government is implementing the special Integrated Action Plan in 78 worst Maoist-hit districts to carry out different development programmes. The funds for the project are placed at the disposal of a committee headed by the district collector to oversee its implementation.

Chhattisgarh to celebrate 14th Feb as Parents Day

Chhattisgarh Government has decided to celebrate Valentine's Day as Parents Day in the state, official sources said on Saturday. Chief Minister Raman Singh has announced that February 14 will be celebrated in schools as the day for paying respects to parents, they said. A suggestion to this effect was made to the Chief Minister by spiritual guru Asaram Bapu at a religious function, Rajim Kumbh' on Friday in Gariaband district. The suggestion was accepted by Singh, they said. The day will be celebrated in accordance with rich Indian culture. The State Education Department will be involved in the celebrations, the sources said. Sources also said that NGO Yog-Vedant Seva Samiti has even come up with `a ceremony` to mark the Parents Day, which involves the parents and the child offering each other `tilak` and flowers, and the parents giving the child blessings.

Chhattisgarh CM supports Telangana state demand

Chhattisgarh Chief Minister(CM) Raman Singh has promised support to a separate state of Telangana if the Bharatiya Janata Party (BJP) returned to power in the 2014 general elections. Criticizing the centre for delaying the issue, Singh asserted that he can understand the pain faced by the people during the turmoil in Andhra Pradesh.While addressing a mass gathering, Singh said, "In 1997, the BJP had decided that a separate state must be carved and the issue of Telangana was also discussed. You all have endured so much suffering, you have faced so many hardships and the government in Delhi is forming different committees and commissions." "In the history of India, there has been not been the formation of so many committees and commissions for the creation of a state," Singh said. Adding to that, he said that BJP was committed in the development of the smaller states.

Chhattisgarh Budget 2012-13 Highlights: Chhattisgarh chief minister Raman Singh presented a Rs 38,000-crore budget in the assembly today which focuses on development and greater financial inclusion projecting fiscal deficit of Rs 4,623 crore. Raman Singh, who is also the finance minister of the state, dealt with issues concerning agriculture separately for the first time through a separate ''agriculture budget'' providing Rs 6,244 crore for the sector accounting for 17 per cent of the total budget.
* For the first time, a separate budget  has been introduced for the agriculture and allied sector. With 21% quantum jump, the outlay of Rs. 6,244 cr. for this sector amounts to 17% of the total expenditure
* Dr. Singh announced many sops including complete waiver of VAT on paddy transplanter, lantern, medicine used in treatment of Thalassemia, motor vehicles made for use by the physically challenged, battery operated motor vehicles, solar energy devices and items manufactured from fly ash. Besides relief in Entry Tax has been announced for the ailing local iron steel industries
* As a major initiative, Dr. Singh proposed universalization of the National Health Insurance Scheme with funding from the state budget to cover all the families in the state. In order to provide basic health care facilities for the urban poor, "Chief Minister's Urban Health Programme" will be implemented in all the municipal corporation towns of the state.
* A new scheme "Nava Jatan" will be implemented for improving malnutrition and anemia among children and pregnant woman.
* In the education sector, free cycle distribution scheme for the high school girls will be extended to the government aided schools also. Dr. Singh believes that this will help in reducing the gender gap in enrollment. Similarly free distribution of text books scheme for the high school girls will be expanded to cover the boys as well. As part of the strategy of inclusive growth, 85 residential schools and hostels will be started for the scheduled caste/scheduled tribe and backward class students.
* A new scheme has been introduced to subsidize higher education loans at 4% interest for students belonging to economically weaker sections.
* Upgradation of rural and urban infrastructure has been given adequate importance. The newly introduced Chief Minister's Rural Roads Development Programme will cover 4000 km of rural roads in the next two years. Rs. 600 cr. assistance will be provided to the urban local bodies for upgradation of roads, drinking water supply and solid waste management. The state government proposes to undertake large scale housing programme for the economically weaker sections under the Atal Vihar Scheme.
* With an estimated growth of 16% in tax & 18% in non- tax revenue, the revenue surplus is estimated at Rs.2,959 cr. which will be used for capital expenditure. The estimated expenditure is 15% higher than the current year’s revised estimate.
* The net budget deficit stands at Rs.401 cr. and taking into account the cumulative deficit, the budget deficit for 2012-13 is estimated at Rs.2,432 cr. Gross Fiscal deficit is estimated at Rs.4,623 cr. which is 2.8% of the GSDP and well within the 3% limit set under the Fiscal Responsibility and Budget Management Act.
* With 16% increase in plan expenditure, the total plan outlay estimated at Rs.21,931.19cr. is 58% of total budget outlay. Similarly, the outlay on capital expenditure of Rs. 7,189.89 cr. is 23% higher than the current year's provision. The budget allocates 34% of the total plan expenditure for tribal sub-plan and 11% for the scheduled caste sub-plan area.
* The state plan outlay of 20,260 cr. is 18% higher than current year's allocation. 85% of state plan is funded from state's own resources.
* The outlay for the social sector constitutes 41%, economic sector 39% and general services 20% of total expenditure. Social sector outlay includes 14.5% for education, 3% for health, 10% for SC/ST welfare and 2% for drinking water.
* As a sop to the government employees Dr. Singh informed the house that the disparity in the DA rates between central and state government employees will be removed during the next fiscal.
* Dr. Singh reiterated the commitment of his government to fight naxalite violence. He informed the house that during the last eight years, the State government has increased the strength of the police force by 200% and made huge investments on their modernisation and training. Besides, the plan outlay in all the developmental schemes in the tribal dominated naxalite affected districts has been increased substantially. The police budget for 2012-13 is 21% higher as compared to that of 2011-12.
